Quality Assurance

Quality Assurance Office In the last year, Michigan has become one of only a handful of states in the country with an organized quality assurance system devoted to monitoring and improving the quality of prisoner health care. Michigan is a leader even among this small minority, with the appointment of a Quality Administrator and Quality Assurance staff, devoted to health care. The Quality Assurance Office (QAO) has worked with the Bureau of Health Care Services (BHCS) to design and implement a comprehensive quality assurance system.

Services performed by the QAO are:

  • Review of health care processes and identification of recommendations for improvement;

  • Measurement of the quality of prisoner health care by comparing BHCS performance to the 2008 Healthcare Effectiveness Data and Information Set (HEDIS);

  • Summary and analysis of data and other information identifying problem areas;

  • Review of electronic medical records, reports and entries, to identify quality issues;

  • Providing the Director of the department with a clear, unbiased view of the state of prisoner health care;

  • Providing technical assistance and direction for all aspects of health care related applications, including identifying standards, testing, implementation and maintenance;

  • Ensuring the health care system is responsive to prisoner needs;

  • Ensuring effective and appropriate communication amongst prisoners, families, legislators, other stakeholders and health care staff;

  • Achieving a culture of quality in the prisoner health care system;

  • Provision of leadership in quality management;

  • Review of prisoner/family grievances/complaints to identify emerging and pre-existing quality issues;

  • Nurturance of staff morale through a focus on quality, efficiency and success.
