As of 06/11/2002, the department has issued 12 permits for the 14 applications submitted during the first application period of September 2000.  The other two applications have been withdrawn by the applicants.  For the 12 permitted recovery sites, one is located in the West Arm of Grand Traverse Bay offshore of the Traverse City power plant and municipal marina, Grand Traverse County.  Three sites are located in the South Bay offshore of the City of Munising, Alger County.  Three sites are along the east shore of Huron Bay south of Lighthouse Point, Baraga County.  Two sites are along the east shore of Keweenaw Bay, in Pequaming Bay, Baraga County.  The remaining two sites are on the west shore of Keweenaw Bay offshore of the Village of Baraga municipal marina park area and south towards Baraqa State Park, Baraga County.

 

The issued permits contain many conditions and requirements that the department deemed necessary to practicably minimize and mitigate the log recovery impacts to the environment, natural resources, riparian rights, and the public trust.  Two primary permit conditions limit the period of log recovery to non Spring and Fall periods to minimize potential impacts to fish spawning and migration and require mitigation by the placement of designed fish habitat structure back into the recovery areas.

 

For those recovery sites that have been issued permits by the state, the permittees are involved in the Federal permit review process of the U.S. Army Corps of Engineers (USACE).  Permits from the USACE are required prior to the commencement of actual log recovery operations.

 

During the second open application submittal period of January 2001, eight new submerged log recovery applications were received.  All eight applications have been subsequently withdrawn by the applicants.  Those proposed recovery sites were located at Harbor Springs in Emmet County, Bay Mills and Tahquamenon Falls State Park Rivermouth Unit area south of Paradise in Chippewa County, Cheboygan in Cheboygan County, and Wells, Gladstone, and Nahma in Delta County.

 

The third open period for submittal of new log recovery permit applications was January 2, through January 31, 2002.  No new applications were received.
