FINGERTIP REPORT: G - Habilitation Supports Waiver & Intermediate Care Facility Placement for Individuals with Developmental Disabilities

In Michigan, the Habilitation Supports 1915(c) waivers (HSW) allows the provision of Medicaid-covered services in the community to people, who if not for these services would require care in an Intermediate Care Facility for the Mentally Retarded (ICF/MR).  Currently, there is funding to serve 7,894 individuals through the 1915(c) waiver and 7,679 individuals are enrolled to receive these services.   Of those enrolled, 97.5 percent were confirmed to receive at least one Habilitation Supports Waiver Service.  Currently, 94 individuals who meet ICF/MR criteria reside in Michigan’s Mt. Pleasant Center for the Developmentally Disabled. Table G displays this information for individuals with a developmental disability for each PIHP.

Notes/Comments: 1. MDCH, Mental Health and Substance Abuse Administration allocates HSW slots each year.
2. PIHPs enroll individuals who meet ICF/MR criteria into the allocated waiver slots.
3. It is expected that each HSW enrollee receive at least one HSW service per month.  The state recovers payments for those HSW consumers who did not receive a service during the month.  
4. It is expected that PIHPs will use vacant waiver slots to reduce the census of persons from their areas residing at Mt. Pleasant Center and to avoid admissions to the Mt. Pleasant Center.
