How to Apply for Phytosanitary Inspection and Certification

Option 1 - Apply online through PCIT

Exporters are highly encouraged to set up an account with the USDA Phytosanitary Certification Issuance and Tracking system.

There is no charge to set up an account in the PCIT system. Users will be required to Apply for a Level 1 e-authentication Username and Password. This process takes about five minutes and requires a minimum amount of information. An account with Level 1 Access provides limited access to USDA Web site portals and applications that have minimal security requirements. Registering for an account with Level 1 Access is easy. You create a brief customer profile, User ID, password, that you can remember and respond to the confirmation email within seven days. Note: You must have a valid email address to register for an account with Level 1 Access. If you do not have a permanent Internet service provider (ISP), several online services provide free email accounts. If you do not confirm your email within the seven day period, you will have to start the registration process over again by creating another profile, with a new User ID.

Exporters with PCIT accounts can apply for an export inspection and certification through that online system. One big advantage is that exporters can make repeated application for shipments by simply updating their original online application.

Option 2 - Download an Application Form
Phytosanitary Export Certification Applications may be mailed, faxed or sent as an e-mail attachment. Please allow for possible delays due to the additional processing time required for these types of applications.
