PROVIDER ENROLLMENT (PE) and REVALIDATION
ACCESS CHAMPS TODAY!

OVERVIEW

The CHAMPS Provider Enrollment subsystem will allow providers to enroll and update data quickly and easily in addition to offering improved provider support and services. As of March 31, 2008 all Provider Enrollment Applications and updates must be completed through the CHAMPS system. This online system will replace the current paper enrollment process and turnaround forms (Bulletin MSA 08-13) will no longer be sent. The Provider Enrollment Revalidation process must be completed in CHAMPS by August 31, 2008.

Provider Enrollment is the first of many new subsystems that will be available throughout CHAMPS. The first integration of CHAMPS will not affect claims processing until the Claims subsystem of CHAMPS is implemented. ACCESSING THE CHAMPS SYSTEM

To access the CHAMPS system you must log onto https://sso.state.mi.us  to register for your Single Sign On (SSO) user ID and password. For instructions on how to obtain a user ID/password and to subscribe to CHAMPS please click here ( SSO Instructions ). Make sure all users within your organization that will need to access the information in CHAMPS (Provider Enrollment, Claims, Prior Authorization, etc.) receive a Single Sign-On (SSO) user ID and password. 

MDCH recommends that all organizations keep a list of each user ID. The SSO user that submits the application as is approved will become the Provider Domain Administrator for that application.  That user will have to assign rights for all other users within the organization to access the Provider's file.

UPDATES

July 16, 2008 -   Recently MDCH has sent an email notice to several providers that have not revalidated their enrollment information in CHAMPS. To avoid payment lapses or claim rejections please revalidate your information as soon as possible. CHAMPS requires all providers that are enrolled in Michigan Medicaid to revalidate their information in CHAMPS.  In March, your office should have received letters on green paper indicating that providers have until August 31st to revalidate their Group, Facility, or Individual's information. .  If you have further questions or you did not receive a green letter, you can contact the CHAMPS Hotline at 1-888-643-2408, or email the hotline at: CHAMPS@michigan.gov.



June 30, 2008
- MDCH is receiving numerous requests regarding Domain access to CHAMPS enrollment applications. It is the responsibility of the Single Sign On user who submitted the application (Domain Administrator), to ensure all parties have appropriate access to the enrollment information. For complete instructions  on how to assign or remove Domain access to other (SSO) users please view our July edition of the CHAMPS article or click the link above.

To receive Domain rights to an already approved provider's NPI (Individual only), you may contact CHAMPS helpline at 1-888-643-2408 or CHAMPS@michigan.gov. The helpline will give you the name and phone number for the approved Billing Provider in CHAMPS. Providers will then have to contact the approved Billing Provider to request Domain access. If the approved Billing Provider refuses to grant access to another CHAMPS user, the CHAMPS user must obtain written permission from the Individual Provider and provide it to the State in order to be granted access to the Individual Provider's enrollment information. The State requires permission from the Individual Provider's in these situations in order to protect the privacy of Medicaid Providers.

If you have been directly refused access to your Provider's Domain, please fax a signed letter from the Individual provider to Provider Enrollment at 517-241-8233, asking for Domain access. You MUST include your SSO User ID and the NPI you are requesting access to. CHAMPS users who abuse their security privileges, including Provider Domain Administrator, or who violate HIPAA privacy standards may have their security privileges revoked or face other disciplinary action.



June 24, 2008 - Please note that starting July 14th, Single Sign On (SSO) will change to a new banner (click here to view the new banner). The new banner will not change your access into SSO or CHAMPS this is strictly a cosmetic change.



May 15, 2008
- Please remember that when enrolling a new provider in CHAMPS or changing provider enrollment information for an existing Medicaid provider in CHAMPS, it will take up to 2 weeks after the application has been approved in CHAMPS for that same information to be added or changed in Legacy MMIS (which is where claims continue to be paid from). MDCH will continue to pay claims from the Legacy MMIS system until the Claims subsystem of CHAMPS is live in 2009.



May 5, 2008
- When requesting retro enrollment within the "Complete Enrollment Checklist" step of an application, you must indicate the date requested in the "Comment" field. If you are requesting a date prior to one year from today's date you must also include a reason for this request.


March 25, 2008  - Due to an error found when converting some of our information from our current Provider Enrollment system into the CHAMPS system, we are asking that Provider Types Clinics and Special Programs wait until April 15th to Revalidate their information so we can rectify this error.

  • Provider Type Clinics in the CHAMPS system are: Family Planning Clinics, Child and Adolescent Health Center & Programs (CAHCP), Federally Qualified Health Centers (FQHC), Rural Health Clinics (RHC), Tribal Health Centers (THC), and Local Health Departments.
  • Provider Type Special Programs in the CHAMPS system are:  MIChoice Waiver, Area on Aging, Maternal and Infant Health Programs (MIHP), Children's Waiver, Department of Human Services Agency, ICF/MR, State Psychiatric Hospital, State of Michigan Lab, School Based Services, and SED Waiver.

March 21, 2008 If the Provider will not be completing their own enrollment or revalidation and please utilize the  Electronic Signature  template (DCH-1401) if additional staff within the organization will be completing the enrollment on behalf of the provider. MDCH recommends having an original agreement on file for each provider.



February 19, 2008
-
Because the paper enrollment process has been closed since January 1, 2008, MDCH will automatically assign an effective date of January 1, 2008 to new enrollments entered in CHAMPS.  Retroactive enrollment prior to January 1, 2008 must be specifically requested within the CHAMPS electronic application.  These new enrollments will also be exempt from the one-year billing limitation if billed within 120 days (4 months) of CHAMPS Provider Enrollment System activation.

NEW PROVIDERS

PE is no longer accepting any new paper applications (DCH-1625). Beginning March 31, 2008 all new providers will need to complete an enrollment through the online CHAMPS.

All new providers must have their SSN or EIN/TIN enrolled with Vendor Registration prior to enrolling within the PE subsystem.  To register your SSN or EIN/TIN visit http://www.mi.gov/cpexpress .

REVALIDATING PROVIDERS

To revalidate your existing provider file you must access the CHAMPS Provider Enrollment System by using your 14 digit Application ID sent to you on green paper by MDCH. Once you enter your 14 digit Application ID please verify that all your enrollment information is correct and up to date.

BILLING AGENT

All Billing Agents must revalidate their current enrollment information through the CHAMPS system. All new Billing Agent enrollments must also be completed utilizing the CHAMPS system. This process replaces the paper enrollment using the "Billing Agent ID Request" form. All providers who are associated to a Billing Agent will not be able to revalidate or complete a new enrollment until the Billing Agent has been approved in CHAMPS.

GROUP PROVIDERS

A Group provider is an organization of individual providers that provide medical or dental services.  A Group provider would receive a Type 2 NPI and rendering/servicing providers would associate to the Group provider. All Groups must revalidate their current enrollment information through the CHAMPS system. All new Group enrollments must also be completed utilizing the CHAMPS system. All providers who are associated to a Group will not be able to revalidate or complete a new enrollment until the Group has been approved in CHAMPS.

FACILITY/AGENCY/ORGANIZATION (FAO)

A Facility / Agency / Organization (FAO) provider is an entity that provides health care services. A FAO includes Hospitals, Nursing Facilities, Laboratories, etc., and have a Type 2 NPI number associated to them. All FAOs must revalidate their current enrollment information through the CHAMPS system. All new FAO enrollments must also be completed utilizing the CHAMPS system. All providers who are associated to a FAO will not be able to revalidate or complete a new enrollment until the FAO has been approved in CHAMPS.

INDIVIDUAL/SOLE PROPRIETOR

Applicant Type Rendering/Servicing
Applicant Type of Rendering/Servicing is a provider who provides services through a Group, Facility, Agency, Organization or an Individual/Sole Proprietor.  A Rendering/Servicing provider does not bill directly to Michigan Medicaid. The Billing Provider that is associated to this applicant type, submits claims and receives payments for the Rendering/Servicing provider. This Billing Provider must be approved in CHAMPS prior to the submission of a revalidation or new enrollment application for a rendering/servicing provider.

Applicant Type Individual/Sole Proprietor
An Individual/Sole Proprietor is a provider that owns his/her own practice.  This provider will receive payments directly from MDCH for services rendered at their practice.  An Individual/Sole Proprietor may associate to other entities and Rendering/Servicing providers may associate to an Individual/Sole Proprietor.

CHAMPS TRAINING

Please visit our  Medicaid Provider Training Sessions website  for a complete listing of sessions in your area. All trainings will be held at Computer Labs and seating will be limited.  Sessions will be limited to Provider Enrollment and Credentialing staff as the trainings will be going through the CHAMPS Provider Enrollment application.  Billing information will NOT be available at this time, however additional staff within your organization may be included on your registration form and can view the application all from the work station.

Single Sign-On (SSO) ID will be required on the registration form.  If you do not have an SSO ID, please see the SSO Instructions in the Resources section of this website for more information.  All sessions will be 1 hour in length.

CHAMPS SUBSYSTEMS

The Michigan Department of Community Health, Department of Information Technology and other key members are working together throughout the design process to create the new CHAMPS system.  The CHAMPS System has been divided into multiple subsystems.  The subsystems for Providers include:

Prior Authorization (PA) - The PA subsystem will allow users to initiate new and modify existing PA requests through the online web portal or through a 278 HIPAA Transaction.   Prior Authorization is scheduled for release in January 2009.

Claims and Encounters (CE) - The CE subsystem will allow Providers to submit claims directly online through a batch upload process or through Direct Data Entry.  CE will also provide users with a method to view claims within the subsystem and complete online claim replacements.  Claims and Encounters are scheduled for release in January 2009.

Eligibility and Enrollment (EE) - The EE subsystem will allow users to check beneficiary eligibility through the online webportal in CHAMPS. Eligibility is scheduled for release in October 2008.

THE CHAMPS CORNER

Medicaid posts a monthly Provider Inquirer newsletter at the Communication &Training webpage.  Since the August 2006 edition, a new section has been added, referred to as "The CHAMPS Corner."   This article gives a basic monthly update and incorporates any changes in the project.  Make sure you continue to view the Provider Inquirer Newsletter!

All CHAMPS information will be mailed to providers with GREEN documents.  Look for them in the mail today!!!
