REGULATIONS 5.09, ANNUAL, PERSONAL, AND SCHOOL AND COMMUNITY PARTICIPATION LEAVE, 5.10, SICK LEAVE, AND 5.19, TEMPORARY FURLOUGH HOURS |
As a result of the amendments to Rule 2-4 (Layoffs) which permits temporary layoffs for nonexclusively represented employees (NEREs), minor modifications have been made to regulations 5.09, Annual, Personal, and School and Community Participation Leave, and 5.10, Sick Leave.
Language has been added to Standard A (2), as reflected in (d), of regulation 5.09, and Standard A, as reflected in (3), of regulation 5.10, to clarify that an employee gets credit for leave accruals for each day of temporary layoff as if the employee was in active pay status. Standard A (5), of regulation 5.09, has also been amended to clarify that freezing or paying off of annual leave is not applicable to a temporary layoff.
In addition, regulation 5.19, Temporary Furlough Hours, is determined to be obsolete as a result of the deletion of Rule 5-16 (Temporary Furloughs) in its entirety. This regulation, therefore, is inactivated effective May 6, 2007.
In accordance with Standard 4(C) of Regulation 1.01, Issuance of Civil Service Regulations, regulations 5.09 and 5.10 are being issued with an effective date of May 6, 2007.
Questions regarding these regulations should be directed to Janet McClelland, Chief Deputy Director, Department of Civil Service, P.O. Box 30002, Lansing, Michigan 48909.
