PRIMARY NEGOTIATIONS AND IMPASSE RESOLUTION TIMETABLE
|
In SPDOC 07-09, I previously established a schedule for impasse panel assistance for primary negotiations. While assistance was requested for all relevant units, impasse hearings were not held under that timetable because voluntary tentative agreements were reached. Because we have been advised that one of the tentative agreements was not ratified by the union membership, this SPDOC establishes a new timetable to resume accelerated impasse panel assistance, if necessary. John Gnodtke will offer administrative assistance for the impasse panel and will provide further information to parties on the procedures and filing requirements for impasse panel assistance.

As required by Civil Service Commission Rule 6-9, I have established the following timetable for primary negotiations and impasse resolution:

Wednesday, December 5, 2007 |
Deadline for the parties to provide the impasse panel with (1) a joint certification of the text of all contract provisions where tentative agreement has been reached, (2) a joint certification of the provisions at impasse, and (3) individual submissions by each party of proposed contract language for those provisions at impasse.

Friday, December 7, 2007 |
Deadline for each party to provide the impasse panel with copies of a brief supporting its proposal and any exhibits to be offered at the impasse hearing.

Monday, December 10, 2007 |
Deadline for each party to provide the impasse panel with copies of any reply brief.
|
| 4. |
Friday, December 14, 2007 |
Period for impasse panel hearings.

| 5. |
Tuesday, December 18, 2007 |
Deadline for the impasse panel to submit any recommendations to the Civil Service Commission.

| 6. |
Wednesday, December 19, 2007 |
Date of meeting at which the Commission will review and act on any impasse panel recommendations.
