The personal services involve (1) the use of equipment, materials, or facilities not reasonably available to the agency at the time and place required and (2) the estimated cost to the agency in procuring such equipment or materials and establishing the needed positions would be disproportionate to the contract cost. (Rule 7-3(b))

This standard is very rarely used. The submitting agency must provide a simple analysis demonstrating that the cost of equipment, etc., exceeds the cost of the personal services compared to the scope of the need.
