Hearings, Employee Relations, and Mediation (HERM)

Hearings, Employee Relations, & Mediation (HERM) provides neutral dispute resolution services for many different aspects of labor and management relations. Services include adjudicating employee grievances and unfair labor practice charges, conducting representation elections to determine exclusive representation rights, and providing mediation to assist in resolving collective bargaining disputes, employee grievances, and unfair labor practice disputes.


  • Michael Cain, HERM Manager and Mediator

Provides mediation service in collective bargaining negotiations and Civil Service grievance appeals serves as the chief election officer in the conducting of representation elections; supervises the HERM administrative support staff; and oversees the work of ad hoc hearing officers.
