Adequate Yearly Progress (AYP) is one of the cornerstones of the federal No Child Left Behind (NCLB) Act. Schools that have not made AYP for two or more consecutive years are in a phase of school improvement and are considered High Priority Schools. These schools receive support from the Michigan Department of Education (MDE) and acquire new responsibilities related to their phase of improvement.
Under NCLB, the type of consequences and support for High Priority Schools depends on if the school or district receives
Title I
funding. These schools are referred to as Title I High Priority Schools. More information on both Title I and Non-Title I High Priority Schools is available below.

Michigan AYP Status Matrix
This year, MDE will begin transitioning from the use of various "phases" to describe school AYP status to the three "stages" outlined in the Federal Title I, Part A, legislation commonly used by other states. These stages will designate schools as "Identified for School Improvement," "Identified for Corrective Action," and "Identified for Restructuring." Identified schools are categorized into one of these groups depending upon the number of years the school has not met AYP.

Choice/Transportation
All
Title I High Priority Schools
must offer students the right to transfer to a different school either within the district or a nearby district, and pay for transportation, within certain cost limitations.

Supplemental Educational Services
Some Title I High Priority Schools must offer students Supplemental Educational Services (SES), or free tutoring. More information on the schools that are required to offer SES can be found on the
