The Comprehensive School
Reform (CSR) Program is a competitive grant opportunity that provides financial
support for high poverty schools (50% or more free/reduced lunch) that need
to improve student achievement. The program supports implementation of comprehensive
reform programs that are based on reliable research and effective practice.
These grant awards are intended to stimulate school-wide change, covering virtually
all phases of school operation.
To be considereded comprehensive, a program must integrate eleven school criteria
specified in the legislation under Title I, Part F, reatuthorized ESEA (2002),
and four school district criteria established by the State Board of Education.
Through supporting comprehensive reform, the program attempts to improve student
achievement by enabling Michigan schoolchildren to meet challenging state content
and performance standards.
