Local Grade Crossing Program

The Local Grade Crossing Program (LGCP) provides funding to assist local road authorities and railroad companies with the development and implementation of projects that improve motorist safety at public highway-railroad crossings. 

 

Safety Enhancements

The LGCP funds active warning devices and/or alternative safety enhancements at existing public grade crossings.   In accordance with federal and state laws, the LGCP evaluates crossings statewide to develop an annual prioritized listing and fund safety improvements where they will have the greatest impact for the motoring public.  Funding may also be available for crossings affected by road projects.  Road authorities planning road projects that may impact a crossing should contact the Freight Services & Safety Division 10 to 12 months prior to the project's expected start date.

 

Crossing Eliminations

The LGCP can provide substantial cash incentives to road authorities for road closures to eliminate public grade crossings and can cover up to 100% of the project costs associated with relocating/realigning active track.

Relevant Crossing Facts

  • There are approximately 4700 public highway-railroad crossings under the jurisdiction of counties, cities and villages.
  • The approximate cost to install warning devices typically ranges from $125,000 to $250,000.
  • The approximate cost to upgrade or relocate warning devices can cost up to $250,000.
  • Crossing surface work costs approximately $750 to $1250 per foot.
  • Cash awards to road authorities for crossing closures range from $25,000 to $150,000 per crossing.
