The Human Resources Division provides supervisory control of personnel activities relating to recruitment, classification, employee benefits, selection, performance appraisal, and labor relations. It is comprised of an Administrative Section, Performance/Compensation Section, Classification/Selection Section, Employment Relations Section, Disability Management Section, and Recruiting & Selection Section. In addition, the Human Resources Division oversees the Chaplain Corps.
Equal Employment Opportunity (EEO) Office: The department is philosophically and legally committed to fulfilling the mandates of the nondiscrimination provisions of state and federal rules and regulations. The EEO office is responsible for carrying out that commitment, including both training and enforcement in the area of discriminatory harassment.
Performance/Compensation Section is responsible for all compensation, benefits, performance appraisals, service ratings, furlough hours/temporary layoff days, leaves of absence, retirement seminars for enlisted members, MI HR Call Center liaison, and the Deferred Retirement Option Plan (DROP). Consultation is provided to managers in regard to these areas of responsibility, and presentations are made to train members as new services are implemented.
Classification/Selection Section is responsible for the classification of jobs, the promotional and selection process, and temporary/contractual services. The section provides training and consultation to supervisors and managers on all aspects of classification and selection.
Employment Relations Section is responsible for collective bargaining, contract administration, administrative hearings, mediation, arbitration, and lawsuits. The section provides training and consultation to supervisors and managers on all aspects of employee relations, including contract interpretation, grievance handling, employee counseling, and discipline.
Disability Management Section is responsible for coordinating Workers Compensation for duty-related injuries/illnesses, coordinating short-term and long-term disability for non-duty related injuries/illnesses, eligibility for Family Medical Leave Act, ergonomics and reasonable accommodation requests. In addition, this section handles unemployment and seniority lists and transfer rosters.
Recruiting and Selection Section: A major role of the Recruiting and Selection Section is to select applicants for the positions of State Troopers, Motor Carrier Enforcement Officers, and State Property Security Officers. The section is also responsible for the coordination of the field recruiting effort, reinstatements of enlisted members, administration of the veteran’s benefits program for newly hired enforcement members, departmental liaison for the Chaplain Corps, and MCOLES liaison.
