The Emergency Management and Homeland Security Division is responsible for providing leadership in the management and coordination of state and local response to both natural and human-caused emergencies and disasters statewide.   Although traditional emergencies and disasters such as floods, tornadoes, fires, and winter storms continue to threaten the safety and welfare of Michigan's communities, some of the newest threats and challenges include terrorism and the use of nuclear, biological, and chemical weapons, i.e. "weapons of mass destruction".  It is the responsibility of the Michigan State Police and the Emergency Management and Homeland Security Division to ensure that the State of Michigan is prepared to act quickly and decisively to threats to the safety and security of people, property, and our environment.

Under the command of the Deputy State Director of Emergency Management and Homeland Security, EMHSD oversees programs for homeland security, training, hazard mitigation, emergency planning, emergency and disaster exercising, and public information.  The division is also responsible for the development and continuous update of the Michigan Emergency Management Plan which details emergency and disaster response policy and operating procedures for state agencies for all types of disasters.  By working closely with the Office of the Governor, other state agencies and 108 local emergency management programs EMHSD continually examines current trends that may indicate future threats to the safety and security of Michigan communities.
