Lansing - Earlier today, Governor Jennifer M. Granholm and Col. Tadarial Sturdivant, Director of the Michigan Department of State Police (MSP) were notified by the United States Department of Homeland Security that the National Threat Advisory System was raised from YELLOW (Elevated) to ORANGE (High). This was prompted due to the increased threat of terrorist attacks against U.S. interests around the world. The U.S. Intelligence Community has received a substantial increase in the volume of threat related intelligence reports that suggest the possibilities of attacks around the holiday season and beyond.
The Michigan State Police, the department responsible for the state’s homeland security efforts, is currently monitoring information being provided by the federal government and law enforcement agencies. At this time, there is no credible information that would indicate there are any specific threats to facilities or residents of Michigan. All necessary precautions are being taken to ensure a quick and effective response to any threat to Michigan citizens.
"State and local public safety agencies are aware of the increased security level and have reviewed security procedures and instructed personnel to be especially alert to possible indicators of terrorist activity during the holiday season", said Governor Granholm. "We know from experience that increased security and vigilance can help disrupt or deter terrorist attacks. Homeland security begins at home and your awareness and vigilance can help tremendously. Report any suspicious activities to law enforcement."
In response to the elevated threat level, the Michigan State Police, in consultation with Governor Granholm, has taken the following action:
- The Michigan State Police will coordinate state response actions in the event of any emergency as outlined in the state’s emergency management plan.
- Key state agency emergency management coordinators have been notified as well as all local emergency management programs statewide.
- All state and local law enforcement agencies have been notified and have been requested remain especially alert to any indicators of terrorist activity during the holiday season.
- Private sector companies are urged to review security procedures and to maintain an increased level of alert.
- The Michigan State Police Motor Carrier Division will continue its presence at borders and work closely with U.S. Customs and Canadian officials regarding security at points of entry. In addition, carriers of hazardous materials will be requested to increase their level of vigilance regarding any suspicious activities.
It is recommended that Michigan residents continue with their plans over the holidays. Take time to review your family preparedness plans. If you do not have one, take time to develop one. Increased caution at public events or other locations where crowds gather can help law enforcement disrupt terrorists’ plans. Do not hesitate to contact any law enforcement agency to report any suspicious activity.

Report suspicious packages, devices, unattended briefcases, or other unusual materials immediately; do not handle or attempt to move any such object.

Report suspicious vehicles and/or erratic behavior of occupants.

Keep family members and supervisors apprised of your whereabouts.

Know the location of emergency exits and stairwells and rally points to ensure safe egress.

Make a plan for what you will do in an emergency and make a kit of emergency supplies.
The Michigan State Police will continue to maintain open lines of communication with the FBI and other federal, county and local agencies concerning information regarding any possible terrorist threats.
