Construction Code Information

 

The Bureau of Construction Codes is responsible for the administration of the Construction Code Act (Act 230), the Building Officials Registration Act (Act 54) , the Mobile Home Commission Act (Act 96), electrical, mechanical and plumbing licensing laws, as well as the boiler and elevator programs.

 

Act 230 responsibilities include preparation, promulgation, and updating the state construction code consisting of rules governing the construction, use, and occupancy of building and structures. The current code consists of building (including barrier free design), electrical, mechanical, plumbing, energy conservation in new building design, and premanufactured unit rules.

The bureau reviews and approves local ordinances for adoption of construction codes to assure codes are uniform; adequately protect the health, safety, and welfare of the people; do not unnecessarily increase construction costs; or restrict the use of new materials, products, or methods of construction. The bureau reviews and processes complaints relating to local administration and enforcement of codes and conducts performance evaluations when complaints cannot be resolved or at the request of the local unit of government.

 

The bureau registers local code officials and inspectors in the area of building, electrical, mechanical, and plumbing as required by Act 54, P.A. 1986. The law also provides authority for the bureau to approve instructors, courses, and tests for education and training programs The bureau issues permits and provides inspections in the area of building, boiler, electrical, elevator, mechanical, and plumbing. Inspections and monitoring visits are also performed on-site at premanufactured unit facilities.

The bureau is responsible for examination and licensing in the boiler, electrical, elevator, mechanical, and plumbing fields as well as licensing of manufactured home installers/servicers and retailers, and investigates consumer complaints against licensees.
