Local Unit Fiscal Forecasting Estimator

This financial estimating tool has been developed in cooperation with John Kaczor to aid municipalities in forecasting potential financial outcomes in future years. It is our hope that these forecasts will permit local managers and policy makers to anticipate and work to proactively manage local finances.

More comprehensive financial estimating models have been utilized by a variety of public agencies including counties, cities, villages, townships, libraries, authorities, schools and road commissions to better manage their finances and improve fiscal outcomes*.

Local government units may use this basic tool free of charge to test possible financial scenarios. The results of the forecasts generated by this tool are to be used for evaluative purposes only; actual future financial outcomes will be determined by local policy decisions, economic conditions and a wide variety of other influences that local governments may or may not control.

These forecasts are measurements at a point in time looking forward. In evaluating the financial condition of a local government, other data and information may require consideration to make a complete assessment of a local government's current and future financial condition.

*Financial models can be customized to evaluate a wide range of financial scenarios and issues, including:

  • Impact of changes to taxable valuation
  • Debt issuance
  • Labor costs/contract provisions
  • Capital improvement programs
  • Changes to fines, fees and charges
  • Property tax levies (proposed, expiring, Headlee reductions, etc.)
  • Impact of tax increment finance authorities and tax abatements
  • Utility costs
  • Many other revenue and expenditure variables as defined by the local unit
